The OP link looks like some new age philosophy that someone cooked up after reading a couple of books or online articles. Taoism is a big, complex religious tradition which is pretty hard to separate from Chinese culture. Some people try to pass it off as simply a philosophy that you can learn from reading Laozi, but that's not the case.

One good site to learn about Taoism would be Dr. Louis Komjathy's site, http://www.daoistcenter.org/.

A couple books that I found very interesting and informative are Taoism: Growth of a Religion by Isabelle Robinet and Taoist Master Chuang by Michael Saso.

Whenever Lao Tzu lived he was not just a solitary guru, but a member of some beneficent brotherhood. This collection of his teachings is an extension of the Tao De Ching, titled the Wen-Tzu.
