In the Buddha's final discourse, he says to be a lamp (or island) to oneself, seeking no external refuge. Please also keep in mind that he was speaking to a group of monks, who'd dedicated themselves full-time to spiritual practice, rather than to a group of laypeople, who may very well need an external refuge.
